Solicitation # SPE4A7-26-T-750Y
Solicitation SPE4A7-26-T-750Y is a request for quotations issued by the Defense Logistics Agency Aviation for the procurement of two aircraft adapter bodies, identified by NSN 4933-01-591-6342. The required delivery date is July 16, 2027, with delivery to the DLA Distribution DDSP New Cumberland Facility. This procurement is a non-small business set-aside, though a price evaluation preference is available for SBA-certified HUBZone small business concerns. Notably, the government explicitly prohibits the use of additive manufacturing for these items, and any offers utilizing such processes will be ineligible for award. The contract mandates strict adherence to technical and quality requirements, including destination inspection and acceptance per FAR 52.246-2. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Packaging and marking must comply with ASTM D3951 and MIL-STD-129, with DLA Master List requirements taking precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the award requires compliance with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Invoicing and payment must be processed electronically via Wide Area WorkFlow.

AI Contract Overview

The Naval Surface Warfare Center Crane Division intends to award a sole-source, five-year Indefinite Delivery Indefinite Quantity contract to General Digital Corporation for the procurement of Liquid Crystal Display assemblies. This Firm-Fixed Price agreement covers a minimum of 60 and a maximum of 800 units, with a required delivery timeline of 90 days after the contract award. Delivery is set as FOB destination to NSWC Crane, where inspection and acceptance will occur within 30 days of receipt. The contract is restricted to a sole source because the LCD assemblies are built specifically for the U.S. Navy and U.S. Marine Corps using proprietary designs, drawings, and software owned by General Digital Corporation. Utilizing alternative sources would lead to unacceptable duplicative costs related to the validation and environmental testing of new assemblies. To be eligible for the award, the contractor must be registered in the Government System for Award Management.

This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a contract with General Digital Corporation (GDC), 8 Nutmeg Rd, South Windsor, CT. This will be a five-year Indefinite Delivery Indefinite Quantity contract for a min/max of 60/800 units over a five-year period. The contract will be issued as a Firm-Fixed Price contract with delivery terms of 90 days after contract award. Delivery will be FOB destination to NSWC Crane with inspection and acceptance at destination within 30 days of receipt. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C 2304(c)(1)(a)(2)(iii) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The basis for restricting competition is this LCD assembly is built specifically for the requirements of the U.S. Navy and U.S. Marine Corps. GDC is manufacturer of the LCD assemblies and the existing designs, drawings, and software code are their proprietary information. Establishing alternative sources will result in unacceptable duplicative costs to validate an alternative LCD assembly, including environmental testing involving temperature, vibration, shock and moisture in both operational and stored configurations. The Contractor must be properly registered in the Government System for Award Management (SAM) to receive an award. No solicitation will be available at FedBizOpps and NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
