Solicitation # W15P7T-27-R-DIGIF
The Product Manager Wideband Enterprise Satellite Systems (PdM WESS), through the Army Contracting Command-Aberdeen Proving Ground, is seeking a commercial-off-the-shelf Digital Intermediate Frequency Subsystem (DIFS) to modernize satellite communications ground infrastructure. The objective is to replace legacy analog L-Band systems with a flexible, open-standard, modular architecture compliant with the DIFI standard to enhance resilience and interoperability. The selected vendor will be responsible for the delivery, integration, installation, and acceptance testing of the system across up to twenty worldwide SATCOM teleport sites. Key technical requirements include high availability of at least 0.9998, a 15-year service life, a mean time to repair of 30 minutes or less, and adherence to military standards such as MIL-STD-188-164C, MIL-STD-461G, and MIL-STD-810H. The acquisition process is conducted under the Army Open Solicitation (AOS) and follows a three-step selection method: the submission of solution briefs by December 10, 2026, followed by pitch sessions and technical demonstrations at Fort Belvoir, and concluding with a formal proposal submission. The primary deliverable is a Full-Scale Engineering Development DIFS first article, with subsequent options for production units. The government intends to award one FAR Part 12 commercial contract, with the possibility of additional Other Transaction Authority awards, with an estimated award timeline in the first quarter of 2027. Evaluation will focus on technical merit, maturity of the offering, and the vendor's ability to sustain the capability globally.

Sources Sought - Cross-Domain Capabilities
Solicitation # PANAPG-27-P-0000-057694
The U.S. Army Product Manager Communications Security (PdM COMSEC) is conducting market research via a Sources Sought notice to identify mature commercial-off-the-shelf, government-off-the-shelf, and near-term developmental cross-domain solutions. The objective is to establish secure, policy-enforced information exchange across diverse operational boundaries, including fixed enterprise data centers, vehicle-mounted systems, and expeditionary edge nodes. These capabilities must align with National Cross Domain Strategy and Management Office Raise the Bar 5.1 or newer guidelines and support security classification domains ranging from Unclassified and Secret and Below to higher security enclaves. The scope specifically targets tactical sensor-to-shooter ISR streaming, automated cross-enclave replication for Common Operating Picture data, and secure intelligence retrieval from coalition repositories, with support for cloud infrastructures up to Impact Levels 5 and 6. This effort is for market research and acquisition planning purposes and does not constitute a formal solicitation or commitment to award a contract. The government is seeking information on technical capabilities, performance metrics such as throughput and latency, and non-binding Rough Order of Magnitude pricing. Proposed solutions must meet rigorous military standards, including MIL-STD-810H for environmental hardening and MIL-STD-461G for electromagnetic compatibility, as well as TEMPEST and DISA STIG compliance. Responses are due by November 20, 2026, and must be limited to 10 pages, submitted via the SAM.gov portal or email to the designated points of contact. The feedback will be used to evaluate market readiness, validate integration feasibility, and identify supply chain vulnerabilities to shape future procurement strategies.

Tactical Communication Systems - Procurement, Services & Sustainment (TCS-PSS) Call for Solutions
Solicitation # CSO-ARMY-TCS-PSS-2027
The Department of the Army is establishing a 10-year enterprise acquisition framework titled Tactical Communication Systems Procurement, Services and Sustainment (TCS-PSS) to modernize secure tactical communication capabilities. Conducted as a Commercial Solutions Opening under DFARS Subpart 212.70, this initiative seeks a combination of single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contracts and Other Transactions (OTs). The scope encompasses the procurement, integration, and lifecycle sustainment of hardware, including radio transceivers and vehicle-mount installation kits for ground and aviation platforms, as well as software support, configuration management, and obsolescence planning. All solutions must integrate with the Next Generation Command and Control (NGC2) transport layer and meet rigorous security standards, specifically requiring NSA High Assurance certification or Sensitive but Unclassified-Encrypted (SBU-E) qualification. A critical technical requirement is the transition to Post-Quantum Cryptography (PQC). The government will not procure National Security System hardware after December 31, 2026, that is incapable of utilizing post-quantum algorithms, with a goal of achieving NIST validation by the end of 2030. SBU-E validation must meet FIPS 140-3 level 2, with a plan to reach level 3 by December 31, 2031. The procurement is open to all qualified large and small businesses, with no dedicated set-asides. Interested vendors must submit a white paper of no more than 15 pages or slides by December 14, 2026. These submissions serve as a preliminary screening gate, with final awards determined in a subsequent detailed proposal phase. Rough Order of Magnitude pricing should be based on a notional annual delivery of 5,000 radios.
