The Colorado National Guard is seeking a firm fixed-price contract under solicitation W912LC-09-R-0005 for 30 new, naturally aspirated 6.5L HMMWV fully dressed detuned engines for the National Reset Program. The contractor is required to receive 6.2L HMMWV engines at their own expense, remove specific government-provided equipment from those units, and install those components onto the new 6.5L engines. All parts provided by the contractor must be new and certified American-made, not refurbished. The engines must be tuned for 6,000 feet above sea level, undergo dynamometer testing, and include a 24-month unlimited miles warranty from the date of installation. The project must be completed by August 30, 2010, with final delivery to Longmont, Colorado. All shipping and pickup costs are the responsibility of the contractor. This opportunity is 100 percent set aside for small businesses, and all offerors must be registered in the Central Contractor Registration system. Proposals are evaluated based on price and technical capability, with both factors weighted equally. The contract is governed by various FAR and DFARS provisions, including the Buy American Act and specific requirements for commercial items.
