60 -- Fiber Optic Cable

This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. NUWC Div. Newport, RI intends to place a sole source Firm Fixed Price order with The Rochester Company, Culpeper, VA for the following fiber optic cables: 41,000 meters A306849 LW Cable; 19,500 meters 06704 LW Cable; 19,500 meters 06704 SPA Cable; and 3 ea. Steel Rochester Cable Reels. Delivery is to be within four months of award to Portsmouth, VA. This procurement is for spare submarine cable to be used for future at sea repairs. The Rochester Corp. is already contracted to provide this submarine cable. Custom cable terminations are being made for this cable. Any future repair would require reterminating or connecting new cable to the original equipment manufacturer cable. Since only the OEM cable will connect to the custom interface, this is the basis for the sole source. The solicitation is not expected to be release any earlier than 17 May 2007. The proposed action is for supplies for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
