This presolicitation, numbered 03162007-RFC, seeks a qualified firm to procure 18,000 km of 0.7 mm diameter Wavelength Shifting Fiber for the NOvA Experiment. The selected contractor must possess at least five years of experience in the design and manufacture of this specific fiber type and demonstrate the capacity to produce and ship the total quantity over a four-year period spanning from November 2007 to September 2011. The technical specifications require a clear polystyrene core doped with K27 or equivalent dye, clad with PMMA and fluorinated polymer, capable of shifting blue light to yellow-green light with an attenuation length of 16 to 20 meters. The fiber must maintain cladding continuity and light yield for at least 15 years while remaining resistant to damage from liquid scintillator. Each fiber unit is approximately 32 meters long with a 7 cm diameter U-bend at the far end to guide light to an avalanche photodiode.

The firm must have five (5) or more years of successful design & manufacture of this type of WLS Fiber. And, must be able to produce & ship 18,000 km of 0.7 mm diameter WLS Fiber (fully meeting Spec. requirements) over a 4 year period (11/07 - 9/11). The light generated in the Fiber must have Attenuation length of at least 16 - 20 m. Fiber is composed of a clear polystyrene core doped with a fluorescent dye and clad with a layer of PMMA and a layer of fluorinated polymer. The dye, K27 or equivalent, absorbs blue light entering the core and shifts the wavelength by >75 nm from blue to yellow-green light. The dye has a high efficiency for conversion of the blue light and a low attenuation for the green light. The two (2) free ends of the loop guide the transmitted light to an avalanche photodiode. The Fiber, whether bent or straight, must be resistant to damage by the liquid scintillator (cladding continuity is essential here) and maintain its light yield for at least 15 years.
