The contract involves the sole source procurement of specialized Tellurite optical fibers from NP Photonics Inc., located in Tucson, AZ, under solicitation number FA8601-06-T-0157. This procurement is intended to support ongoing research at the Air Force Institute of Technology (AFIT) concerning phase conjugation in optical fibers. The fibers required include Tellurite Step-Index Fiber with a 25-micron core, numerical aperture greater than 0.2, and attenuation not exceeding 5 dB/m at 1.064 microns, as well as 50 meters of Ytterbium-Doped Tellurite Fiber with a Yb concentration of 1% or greater and numerical aperture above 0.18. These fibers have unique properties critical to the research, offering higher nonlinear gain coefficients compared to standard silicate fibers and lower loss than chalcogenide fibers at the specified wavelength. This procurement is justified as a sole source acquisition under the Federal Acquisition Regulation because NP Photonics is the only known provider capable of supplying the specialized optical fibers with these critical characteristics. The government is not seeking competitive bids but will consider any quotations received by the stated due date, August 22, 2006, by noon Eastern Standard Time. The notice emphasizes that while responses will be reviewed to determine whether competitive procurement is warranted, the government reserves the right to award or not award a contract. All correspondence and questions are directed to Mary L. Piper, with contact details provided for submission and further inquiries.

Tellurite Optical Fiber The solicitation number is FA8601-06-T-0157. This is a SOLE SOURCE procurement and the purpose of this solicitation is for information only. Any responses are due by 12:00 NOON (Eastern Standard Time), Tuesday, 22 Aug 2006, to the point of contact identified at the end of this notice. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and 6.302-1(a)(2)(iii). The proposed source is NP Phontonics Inc, Tucson, AZ The proposed contract is for the purchase of Tellurite Step-Index Fiber, No Rare Earth Dopants, 25 Micron Core, NA>0.2, Attenuation <=5 dB/m at 1.064 Microns and 50m of Yb-Doped Tellurite Fiber, Yb concentration of 1% or greater, with a 25 micron core diameter, numerical aperture >0.18. Justification for the Sole Source: This research is an ongoing project investigating phase conjugation in optical fiber. Tellurite fiber has unique characteristics necessary for a greater nonlinear gain coefficient than standard silicate fiber and a lower loss than Chalocogenide fibers at the wave length required by AFIT. The Ytterbium-Doped Tellurite optical fiber reduces the effects if this loss. The unique characteristics of the Tellurite optical fiber(s) manufactured by NP Photonics are critical to the continuation of this AFIT research project. This notice of intent is not a request for competitive quotations; however, any quotation received by the due date stated in this notice will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. The Government reserves the right not to make an award at all. There are no attachments to this announcement. Responses are due by 12:00 NOON (Eastern Standard Time), Tuesday, 22 Aug 2006 to: Mary Piper, 88 CONS/PKBB. Fax is 937-656-1412 (ATTN: Mary Piper). Email is Mary. Piper@wpafb.af.mil. Questions should be directed to Mary Piper at phone (937) 522-4557. All information regarding this acquisition will be posted on the World Wide Web at: http://www.pixs.wpafb.af.mil.
