Under N.C.G.S. § 163-278.69, NCSBE must publish a Judicial Voter Guide and distribute it to North Carolina residents through a mailing to all residences or other means it deems effective. NCSBE gathers information, provided by the candidates, to build the content of the guide, which will be posted to NCSBE.gov. As part of this project, NCSBE plans to send postcard mailings to all households in North Carolina with a link to the electronic version of the Guide and other important information for voters. These postcards must be printed and delivered to all North Carolina households no earlier than September 17, 2026, and no later than October 8, 2026. The number of households in NC is projected to be about 5 million in 2026.This RFQ is for the printing, mail processing, and postage for each postcard mailing, plus delivery to each USPS sectional center facility (SCF) in North Carolina.If we do not purse this procurement, we would not be able to print and distribute a Judicial Voter Guide timely for the 2026 Midterm election as required by law until money in a special fund is depleted.
