155mm Modular Artillery for Combat Effectiveness (MACE)
Solicitation # W15QKN26R1C5R
The 155mm Modular Artillery for Combat Effectiveness (MACE) program, managed by the U.S. Army Contracting Command – Rock Island at Picatinny, is a solicitation for up to two prototype Other Transaction Agreements (OTAs) under 10 U.S.C. § 4022. The objective is to develop a manufacturable 155mm cargo-carrying artillery projectile system designed to expand domestic manufacturing capacity and modular payload capabilities. The project is structured in two phases: Phase I focuses on projectiles achieving a range of 30 to 35 km, while Phase II targets ranges exceeding 35 km. The prototypes must be compatible with M777A2 Lightweight Towed and M109A7 Paladin 39-caliber weapon platforms, with future adaptability for 52 or 55 caliber systems. Successful prototype completion may lead to a follow-on production contract of up to 10,000 systems per year, supporting a Milestone C production decision by the fourth quarter of FY29. The procurement process involves rigorous technical and administrative requirements, including the submission of a detailed Integrated Master Schedule (IMS) and a cost proposal based on FAR cost principles. Evaluation for Phase I prioritizes the schedule, while Phase II emphasizes technical design and technology maturity. Offerors must certify their business status, specifically regarding nontraditional defense contractor eligibility, and comply with the Buy America Act and National Technology and Industrial Base restrictions. Access to controlled technical data, such as purchase descriptions and drawings, requires the submission of a Non-Disclosure Agreement and a Military Critical Technical Data Agreement. The final response deadline for proposals was extended to October 30, 2026, with submissions required via SAM.gov in specific stand-alone volumes.

The 60/81mm HE cartridges are high explosive munitions developed for use in the M224A1 and M252A1 Lightweight Mortar Systems. The 120mm HE cartridges are fuzed high explosive rounds developed for use in the M120 (towed version), M121 (carrier-mounted version) Battalion Mortar Systems, and the Stryker Brigade Combat Team Mortar Carrier. These munitions are intended for use against personnel and materiel targets, providing for fragmentation and blast effects. The 60mm/81mm/120mm HE LAP Mortar Cartridges under this market research include: 60mm M768 60mm M768A1 60mm M720A1 60mm M720A2 60mm M1061 81mm M889A2 81mm M889A4 81mm M821A2 81mm M821A3 81mm M821A4 120mm M933A1 120mm M934A1 The 60mm M768A1/M720A2 cartridges represent an Insensitive Munition (IM) upgrade to the M768/M720A1 cartridges, which were originally materiel released in 2006. The M768A1 HE Mortar Cartridge consists of a M783 point detonating/delay fuze and the M720A2 uses the M734A1 multi-option fuze. Both cartridges use four (4) M235 propelling charges, M27 fin assembly, M702 ignition cartridge, and High Fragmentation (HF)-1 steel shell body. The shell body is filled with insensitive munitions explosive 104 (IMX-104) and includes a Plastic-Bonded Explosive (PBX)N-12 auxiliary booster. The ignition cartridge has a percussion primer and is assembled into the end of the fin assembly. The propelling charges are horseshoe shaped containers filled with propellant around the fin assembly. The propelling charges can be removed based on the range distance to the intended target. The M783 fuze can be set to function in either impact or delay modes. The M734A1 fuze can be set to function in proximity, impact, or delay modes. Legacy Composition B variants of these rounds may also be solicited. The 60mm High-Explosive Enhanced Fragmentation (HE-EF) M1061 Mortar Cartridge consists of the M734A1 Multi-Option (MO) Fuze, M27 Fin Assembly, fin adapter, Obturating ring, four M236 propelling charges, round body assembly (warhead), and M702 ignition cartridge. The round body assembly (warhead) mentioned above includes an aluminum container filled with PBXN-110 explosive, known as the HE unit. The HE unit is loaded into a fragmentation insert (FI) made of Liquid Crystal Polymer (LCP) matrix with preformed metal fragments embedded in the polymer. The FI/HE unit is encased within an outer aluminum case which is attached to a fuze adapter and fin adapter to complete the round body assembly. The cartridge is then packed into PA181 fiber containers and placed into PA191 metal containers for palletization. The FI and its interface dimensions, weights, center of gravity, materials, and size, type, and configuration of fragments will be provided in the TDP. A successful critical design review will occur prior to proceeding into production. The 81mm M889A4 HE Mortar Cartridge represents an IM upgrade to the M889A2 HE Mortar Cartridge, which was originally materiel released in 2009. The M889A4 consists of M783 point detonating/delay fuze, four (4) M220 Propelling Charges, M24 Fin Assembly, M299 Ignition Cartridge, and HF-1 steel shell body. The steel shell body is filled with IMX-104 and includes a PBXN-12 auxiliary booster. The M299 ignition cartridge has a percussion primer and is assembled into the end of the fin assembly. The propelling charges are horseshoe shaped containers filled with propellant, which are assembled around the fin assembly shaft. The fuze can be set to function in point detonating or delay mode. The M889A2 HE Mortar cartridge is similar to the M889A4 with the exception that it uses Comp B explosive in place of IMX-104 and does not require an auxiliary booster. Legacy Composition B variants of these rounds may also be solicited. The 81mm HE-EF M821A4 Mortar cartridge consists of the M734A1 Multi Option Fuze, M24 Fin Assembly, M299 Ignition Cartridge, four M658 Propelling Charges, Obturating Ring, PBXN-14 Auxiliary Booster, and a Warhead Assembly. The warhead assembly consists of an HF-1 Steel Shell Body filled with IMX-104 explosive, and a LCP matrix with preformed fragments placed over the forward end of the shell body. A plastic spacer and Cowling is placed over the forward end of the warhead assembly to provide an aero dynamic profile. The cartridge packaging consists of a PA192 fiber container placed into PA157 metal container for palletization. The FI and its interface dimensions, weights, center of gravity, materials, and size, type, and configuration of fragments will be provided in the TDP. The M821A4 is expected to achieve Full Materiel Release in FY21. The 120mm M934A1/M933A1 Mortar Cartridges consist of M734A1 Multi Option fuze for M934A1 and M783 Point Detonating/delay fuze for M933A1, four (4) M234A1 propelling charges, steel shell body, M31 Fin Assembly, M1020 Ignition Cartridge, Composition B or IMX explosive, and a PBXN-12 or Composition CH-6 Auxiliary Booster. The propelling charges are horseshoe shaped containers filled with propellant around the fin assembly. The propelling charges can be removed based on the range distance to the intended target. The M734A1 fuze can be set to function in proximity, impact, or delay modes and the M783 fuze can be set to function in either impact or delay modes. Components that are provided as Government Furnished Material to the LAP contractor are: Fuzes (M734A1 and M783), Fin assemblies (M27, M24, M31), Propelling Charges (M235, M236, M220, M658, M234A1), Ignition Cartridges (M702, M299.
