This is an Advanced Equipment Repair Program (AERP) sole-source repairrequirement. 2. If the Offeror is not the Original End Manufacturer(OEM) of the material called out in the requirement, the OEM must be stated (Company Name and CAGE) and the Offeror must be able to provide a signed letter of authorization to perform repairs from the OEM on the companys letterhead. 5. All contractual documents (i.e. contracts, purchase orders, task orders, delivery orders, and modifications) related to the instant procurement are considered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile, or sent by other electronic commerce methods, such as email. The Government's acceptance of the contractor's proposal constitutes bilateral agreement to "issue" contractual documents as detailed herein. 6. Any contract awarded as a result of this solicitation will be DO rated ordercertified for national defense use under the Defense Priorities and Allocations System (DPAS). See provision 52.211-14, Notice of Priority Rating for National Defense, Emergency Preparedness, and Energy Program Use. 7. Offerors must have a valid U.S. Security Clearance of CONFIDENTIAL or higher in order to respond to this RFP N0010426RZB03, because the RFP N0010426RZB03 includes an annex classified at the CONFIDENTIAL level which will be released only to offerors possessing the appropriate clearance. All classified material must be handled in accordance with the National Industrial Security Program Operating Manual (NSPOM)(DoD 5220-22-M) and Industrial Security Regulation (DoD 5220.22-R). 8. The contractor must obtain final inspection and acceptance by the Government for all assets within the RTAT established in the resulting contract. 9. The contractor shall comply with the Commercial Asset Visibility (CAV) ofthe asset(s) in this order in accordance with NAVSUPWSSFA24. 10. This requirement shall be awarded against Basic Ordering Agreement (BOA)N0010424GZX01. 11. The resultant order for this requirement shall be a unilateral firm-fixed priced delivery order and will be binding upon issuance. Price Reduction: Any assets for which the contractor does not meet the required RTAT will incur a price reduction of (price to be determined) per unit. This adjustment will be implemented via a reconciliation modification at the end of contract performance. Repair Turnaround Time (RTAT): the resultant contractual delivery requirement is measured from asset Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is defined as physical receipt of the F-condition asset at the contractors facility as reflected in the Action Date entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the contractor is required to accurately report all transactions by the end of the fifth regular business day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in this contract.
