The contract is for the procurement of 25 commercial, off-the-shelf power supply units, identified under NSN 1R-6130-015402515-EY and reference number 81163/0200.00W05 PART NO 2, with delivery terms FOB origin. Issued by the Department of the Navy’s NAVSUP Weapon Systems Support in Philadelphia, this solicitation restricts competition due to flight safety considerations and insufficient available technical data to allow for full and open competition. Only manufacturers previously approved by the Government are being solicited for this requirement, and any new prospective suppliers must undergo an extensive source approval process, which is not typically achievable within the solicitation timeline. The contract outlines that responses are welcomed within 45 days (30 if under an existing BOA), and proposals must include all required documentation as detailed in the NAVSUP source approval brochures if the offeror is not an already-approved source. Failure to provide full documentation will render offers ineligible. While this is not a request for competitive proposals, the Government may consider all responses to determine if a competitive procurement is possible. The contract also provides guidance for accessing supporting military and federal standards and technical documentation, designating specific resources and points of contact for further qualification information. The point of contact is Patrick Horan, with all inquiries directed to his listed phone number and email address.
