This contract pertains to the replacement of guide and traffic signs along a 5.2-mile stretch of Interstate 291 from I-91 in Springfield to I-90 in Chicopee, plus two additional locations on Route 5 in Agawam, Massachusetts. The scope includes furnishing all labor, materials, and equipment to install new aluminum panel guide signs (Type B and C), exit, warning, regulatory, and route marker signs with corresponding supports, removing and disposing of existing signage, and reusing serviceable hardware subject to Engineer approval. Work must comply with the 2026 Standard Specifications for Highways and Bridges, the 11th Edition MUTCD, Massachusetts amendments to the MUTCD, and ASTM D4956 for retroreflective sheeting, with sign panels required to meet ASTM B209 Alloy 5052-H38 and retroreflectivity of Type VIII or better. Materials handling and disposal are strictly regulated: contaminated soils must adhere to Massachusetts DEP Policy #COMM-97-001 and federal 40 CFR regulations, while compost must meet specific organic matter, moisture, pH, and particle size thresholds under TMECC protocols. All contaminated materials must be transported in sealed, structurally sound trucks covered with 10-mil polyethylene tarps, and stockpiles must be impermeably grounded, covered, and clearly labeled with origin tracking numbers, ID, accumulation date, and contact information.
