AI Contract Overview
The Department of Veterans Affairs, through its Network Contracting Office 2, intends to award a sole-source, firm-fixed-price contract to Covidien Sales LLC (DBA: Medtronic) for the procurement of PB980 Ventilator Batteries to support existing medical equipment at the East Orange, NJ Medical Center. This action is justified under FAR 12.102(a) because the batteries are proprietary components exclusively designed for and compatible only with Medtronic’s PB980 ventilators, leaving no other vendors capable of meeting the Government’s full requirement. The procurement is classified under NAICS code 335910, Battery Manufacturing, with a small business size standard of 1,250 employees, though the sole-source nature of the requirement precludes competition unless responses to this notice demonstrate otherwise. All potential suppliers must be registered in the System for Award Management and are invited to submit a detailed capability statement via email to latriece.bruce@va.gov by 12:00 PM Eastern Standard Time on May 8, 2026, to provide evidence of their ability to deliver the exact item. The Government retains complete discretion to determine whether to proceed with a competitive solicitation based on the responses received, and no contractual obligation is created by this notice or any submissions. The contract will be administered from the Bronx, NY contracting office, with delivery designated for the East Orange, NJ facility, and no specific pricing, delivery schedule, packaging, inspection criteria, or payment instructions are detailed at this pre-solicitation stage. Responsibility for all costs associated with responding to this notice rests solely with the respondent, and the Government will not provide feedback or accept offers through this process.
