The U.S. Customs and Border Protection is set to award a sole-source contract to First-Light-USA for the supply of 650 Liberator GP Tactical Lights. These tactical lights feature a unique hand-mounted design that enables the user to operate them while keeping both hands free, which is especially beneficial for Border Patrol canine handlers. The device offers positional lighting in both horizontal and vertical directions and is constructed from high-strength aerospace-grade aluminum alloy, carbon-filled nylon polymer, and nylon polymer components. It includes an adjustable strap to fit various hand sizes, supports both right and left-handed users by rotating the lamp housing 180 degrees, and features an integrated control panel with multiple buttons for different light modes and brightness adjustments, including a lock-out function. The design allows for a typical two-hand pistol grip and use alongside a carbine or shotgun without mounting on the weapon. First-Light-USA will also provide a comprehensive training program at no extra cost, delivering this instruction to Border Patrol agents at multiple locations as designated by the agency. Each light comes with a three-year limited warranty, an integrated MOLLE attachment clip, a nylon belt holster, flip-up red lens cover, two lithium batteries, an owner's manual, and an instructional DVD. Additionally, each unit will be custom-engraved with the Border Patrol logo provided by the agency. All products will be shipped FOB destination and are expected to be delivered by November 15, 2007. This contract will be awarded under specific FAR authorities allowing for non-competitive negotiation, but other potential suppliers can submit detailed technical documentation to the contracting officers for consideration before the closing date.
