In July 2004, Federal Prison Industries, Inc. (FPI) issued a "good faith" notice regarding its consideration of producing vehicular lighting products classified under Federal Supply Classification (FSC) Code 6220, which includes electric vehicular lights and fixtures such as light bars. FPI referenced its previous experience producing components for the Remote Area Lighting System (RALS) at Lompoc, last recorded in fiscal year 2000, noting that light bars fall under the same FSC code and are therefore not considered new products under FPI's expansion guidelines. Despite this initial consideration, after conducting further analysis on the market feasibility, FPI decided not to pursue manufacturing light bars at this time. The notice invited interested parties to engage with FPI’s Board of Directors for inquiries, directing correspondence to the Chief Administrative Officer at the company's headquarters in Washington, D.C. The contract data lists the solicitation under reference number RACS-02-2005, with contact information provided for an industrial specialist at FPI. The agency involved is the Department of Justice’s Federal Prison Industries office, operating under NAICS code 336321, which covers motor vehicle lighting equipment manufacturing. The decision reflects FPI’s careful assessment of market entry viability before initiating production in this product category.

On July 24, 2004, Federal Prison Industries, Inc. (FPI) published a - good faith notice in the Federal Business Opportunities (FedBizOpps) regarding vehicular lighting under Federal Supply Classification (FSC) Code 6220, Electric Vehicular Lights and Fixtures. FPI last recorded sales in this FSC code in FY 2000 with the production of components for Remote Area Lighting System (RALS) at Lompoc. The notice explained that it was FPI's belief that light bars, classified under FSC code 6220, are similar to the components for RALS which FPI produced at Lompoc, also classified under FSC code 6220. For this reason, FPI believes that light bars in FSC 6220 do not meet the definition of a "new product" as set forth by FPI's expansion guidelines. However, based on further research and analysis regarding the feasibility of FPI's entry into this market, FPI will not pursue the production of lightbars at this time. Interested parties have a right to raise questions at any time with FPI's Board of Directors. Any correspondence should be addressed to: Chief Administrative Officer, Research, Activation, and Corporate Support, Federal Prison Industries, Inc., 320 First Street, NW, Washington, D.C. 20534. Attention: RACS Branch.
