The Synopsis is revised to provide Annual Estimated Quantity details as follows:  The Government plans to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract (to include a one-year base period and four, one-year option periods) with an Annual Estimated Quantity (AEQ) of 800 each.  The AEQ is only an estimate, which is provided for informational purposes only; it represents the Government’s good faith estimate of the annual demand for the item. The Government is in no way obligated to purchase this estimated quantity.

This is a Synopsis as required by the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416) and fulfills the synopsis and advertising requirements prescribed in FAR Part 5-Publicizing Contract Actions.


The solicitation will consist of one NSN: 6250-01-420-7257


This item is proprietary to Avtechtyee Inc. (CAGE: 30242), Part Number 8186-1. Adequate data for the evaluation of alternate offers is not available at the procurement agency.  For alternate offers, the offeror must provide a complete data package including data from the approved and alternate part for evaluation.  The solicitation issue date will be on or around May 28th, 2026. This date is subject to change.


The solicitation will not be Set Aside for Small Business. The acquisition will be accomplished using Other than Full and Open Competition procedures in accordance with FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The solicitation will supply for one award. Price is the only evaluation factor that will be utilized. Any resulting contract will be awarded to the responsible offeror, offering the lowest price, whose offer conforms to all the terms and conditions set forth in the solicitation. Delivery terms will be FOB Origin and Inspection/ Acceptance at Destination.  Buy American Act clauses apply.


FAR Part 12, Acquisition of Commercial Products and Commercial Services and FAR Part 15, Contracts by Negotiation will be utilized.


This synopsis should NOT be considered a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB). The Government is in no way obligated to purchase any material as a result of this notice.
