The contract involves the sole-source procurement of specialized X-Ray inspection systems from Smiths Detection, Inc. for the Edgewood Chemical Biological Center to support United States Secret Service mission enhancements. Smiths Detection, as the original equipment manufacturer, will provide four HI-SCAN 7555aTIX and one HI-SCAN 180180-2is X-Ray Inspection Systems, including their installation, training, and removal of existing equipment. Delivery is scheduled within 12 to 16 weeks after the order receipt, with FOB destination shipping to the USSS facility in Washington, DC. This acquisition is conducted under the Defense Federal Acquisition Regulation Supplement with justification for other than full and open competition due to a single responsible source capable of fulfilling the government’s exact technical and operational needs. The contract mandates standard commercial packaging, origin inspection and acceptance, adherence to safety standards prohibiting hazardous or sensitive materials, and compliance with numerous federal clauses related to commercial items, contract modifications, and statutory requirements. Although this synopsis invites all responsible sources to submit capability statements by June 10, 2011, the government retains full discretion over competition decisions. The procurement supports key defense and security objectives under the NAICS code 334511, applicable to the manufacture of electronic and optical equipment.
