The Department of Veterans Affairs, Network Contracting Office 09, intends to award a sole source purchase order to Cynergy Professional Systems, a Service-Disabled Veteran-Owned Small Business and authorized distributor of Johnson Controls products, for the procurement of Personal Identity Verification readers that meet federal standards. Cynergy is the current contractor responsible for maintaining and supporting the existing Johnson Controls access control infrastructure, and awarding this requirement to them ensures seamless integration of new PIV readers with current systems, eliminates the need for additional maintenance contracts, reduces lifecycle costs, and minimizes compatibility risks. The contract falls under NAICS code 561621 for Security Systems Services and uses PSC 6350 for Miscellaneous Alarm, Signal, and Security Detection Systems, with a size standard of $34 million. This notice is not a solicitation, and no competitive quotes are being requested. Interested parties may respond within seven calendar days of publication by submitting written documentation demonstrating their ability to meet the requirements, including proof of manufacturer authorization and SAM registration, to Carmen Hanczyk, Contract Specialist, via email no later than July 13th, 2026, at 11:00 AM EST. Responses must clearly outline technical capabilities and relevant experience and must include the subject line “RESPONSE TO INTENT TO SOLE SOURCE 36C24926Q0291”. All submissions will be reviewed solely to determine whether a competitive procurement should be issued, and the government retains full discretion to proceed with a sole source award regardless of responses. No costs incurred by respondents will be reimbursed, and submitted documents will not be returned. Failure to submit a current authorized distributor letter or to be registered in SAM will render a response ineligible for consideration.
