65--12 Panel Drug Screening Cups

The Department of Veterans Affairs, Network Contracting Office 6, intends to negotiate a sole source, commercial item procurement with American Screening Corporation, Government Supply Schedule, GS-07F-0008W, for twelve thousand ONESCREEN Drug Specimen Cups (ASC-CUP-0012). The drug screen cup must have a flat front. The methodology must be lateral flow CHROMATOGRAPHIC immuno assay. The 12 drug tests must be displayed on the drug screen cup in the following order at the following ng/mL cutoffs: methamphetamine 1000, cocaine 300, THC 50, morphine opiates 300, MDMA 500, methadone 300, barbiturates 300, tricyclic antidepressants 1000, benzodiazepine 300, amphetamine 1000, PCP 25, and oxycodone 100. Contract will involve the delivery of three thousand cups delivered quarterly for a base plus four option years. ONESCREEN methodology has already been validated and approved per VA regulations. Standard Operating Procedures have been written and training has been developed in support of the methodology. Period of Performance is October 1, 2015 through September 30, 2016 with the possibility of four option years. NAICS code 325413 applies to this procurement. The proposed contract is for supplies for which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6. This notice of intent is not a request for competitive quotes. However, interested parties who believe they can meet this requirement shall submit technical data, including cost, sufficient to determine capability, to include proof of distributorship of specified brand-name-only item(s) in providing the same product. No solicitation will be made available for this procurement. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
