The Veterans Health Administration's Program Contracting Activity Central plans to award a sole source contract to Thundercat Technology, a verified Service-Disabled Veteran Owned Small Business (SDVOSB), for the procurement of Surgical Endoscopy and Urology Imaging equipment for the VA Nebraska Western Iowa Healthcare System's Ambulatory Care Center operating rooms. This contract falls under NAICS code 339113, which designates industries related to medical equipment manufacturing, with a small business threshold of 750 employees. The award will be made under the authority of 38 U.S.C. § 8127(c), known as the Veterans First Contracting Program, allowing direct contracts with SDVOSBs or Veteran-Owned Small Businesses (VOSBs). A firm-fixed-price contract is anticipated, following Federal Acquisition Regulation guidelines. The solicitation emphasizes that while this is a sole source intent, other responsible sources may submit capability statements demonstrating their ability to fulfill the requirement along with documentation from original equipment manufacturers if distributing products made by others. The contracting officer's decision to award without competition is discretionary but informed by the limited availability of authorized distributors and potential lack of competition even if the requirement were publicly posted. Responses to this notice are due within ten business days and must be submitted electronically. This notice is not a request for quotes but a means to determine whether a competitive procurement is warranted before proceeding with a single-source award.
