The Department of Veterans Affairs, through its Network Contracting Office 6 at the Richmond VA Medical Center, issued a sources sought notice on August 2, 2018, seeking qualified vendors for the purchase of the Xenex LightStrike Robot PXUV4D, manufactured by Xenox Disinfection Services LLC. This announcement is aimed at conducting market research rather than soliciting bids or proposals. The intent is to gather information from capable businesses to determine if the contract can be set aside for socio-economic categories, specifically Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), as mandated by Public Law 109-461. If an insufficient number of veteran-owned businesses respond, the procurement will open to full and open competition. The requirement calls for specific control room components and accessories, such as operational sections, secondary system and device controls, connection kits for foot switches, and safety features, all strictly precluding gray market items. Interested vendors must submit detailed information including company profile, product compatibility, business size and type, geographic service areas, and distributor certification. Responses are to be submitted via email by August 4, 2018, and telephone inquiries will not be accepted. The notice clarifies that the government makes no commitment to award a contract from this process and will not reimburse respondents for costs related to information submission. Additionally, all potential contractors must be registered in the System for Award Management (SAM), and veteran-owned businesses should indicate verification status in the VA’s Vendor Information Pages (VIP) database. This market research effort helps the VA evaluate available sources before proceeding with formal solicitation for the Xenex LightStrike robot and associated equipment.
