The Department of Veterans Affairs, Network Contracting Office 5, plans to award a sole source, firm-fixed price contract to Clark Meadows of Marathon Medical for the acquisition of Celularity’s UltraMIST Ultrasound Healing Therapy system for use at the Beckley VA Medical Center in West Virginia. This procurement is justified under statutory authority allowing sole source awards to verified Service-Disabled Veteran-Owned Small Businesses. The UltraMIST system is unique in delivering a non-contact, low frequency ultrasound-generated mist that aids wound healing by cleansing and performing maintenance debridement, which removes necrotic tissue and prevents wounds from remaining in the inflammatory phase. The system is patented by Celularity, manufactured in the United States, and Marathon Medical is the only vendor authorized by the Veterans Health Administration to provide this therapy at the Beckley VA Medical Center. The estimated value of the contract is approximately $30,251.26 with an anticipated award date on or before September 6, 2019. While this notice is not a solicitation for competitive proposals, interested parties may submit evidence of their interest and capability to meet the requirements, though the Government retains sole discretion on whether to compete the procurement. Responses were to be submitted by 4:00 PM Eastern Time on September 4, 2019, to the designated VA contact, with the intention of maintaining compliance with federal acquisition regulations and supporting the Department’s mission to provide specialized healthcare to veterans.
