The Syracuse VA Medical Center intends to enter into a sole source, firm fixed price procurement with EYAK Services LLC for the acquisition of one Bioptigen Spectral Domain Ophthalmic Imaging System (SDIOS). This specialized ultra-high resolution system is designed specifically for imaging the retinas of mice, rats, and zebrafish and includes a novel 5-axis stereotactic mouse holder for precise alignment. Because EYAK Services LLC holds the exclusive license for the fundamental patents and is the only source capable of providing this specific equipment, full and open competition was determined inappropriate under FAR 6.302-1. The procurement includes the main SDOIS unit along with several critical components, such as an 840nm engine, a telecentric bore, an animal imaging mount, and a fiber isolator package. The equipment is considered critical and must be delivered within 30 days of the order receipt. Proposals are due by August 16, 2011, and must be submitted to the Department of Veterans Affairs Contracting Office. The acquisition falls under NAICS code 334111 and requires the contractor to be registered in the Central Contractor Registration database.
