65--Cepheid Brand Assays for Cepheid brand molecular diagnostics equipment (GeneXpert)

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with Cepheid Inc., pursuant to FAR 13.106-1. Seven (7) purchase orders for various stations and offices are contemplated in relation to this special notice. The proposed sole source contract(s) will provide various assays for use in the Cepheid GeneXpert molecular diagnostic equipment currently installed at the customer site(s). The list of required assays includes the reagent microbiology analyzer (GXMRSA-100N-10), GX Difficile 120, PCR Test Kit for Flu Testing, MRSA Test Kits, Xpert C. Difficile/EPI, CTNG Control Bundles, CTNG test kits and associated swabs. The purchase requests associated with this notice are 659-16-1-064-0023, 558-161-044-0009, 558-16-1-044-0033, 558-16-1-118-0007, 565-16-1-049-0015, 637-16-1-167-0007, 652-16-1-096-0031, and 658-16-1-039-0005. Cepheid is the sole distributor and manufacturer of reagents (assays) for the GeneXpert and Infinity equipment. Cepheid has no authorized resellers of their reagent products. There are not any universal assays that work in the Cepheid brand GeneXpert and Infinity diagnostic equipment. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, September 4, 2015, 4:00PM, EST. A determination not to compete the proposed requirement(s) based upon the responses to this notice is solely within the discretion of the Government.
