The Department of Veterans Affairs, specifically the Louis Stokes Cleveland VA Medical Center, intends to proceed with a sole-source procurement under FAR 13.106(b)(1) and VAAR 819.7007 to upgrade their existing ComboLab systems. This upgrade will involve TrillaMed, LLC, a service-disabled veteran-owned small business (SDVOSB) located in Bingham Farms, Michigan, chosen to ensure compatibility between the two ComboLabs currently at the facility. The ComboLab system integrates electrophysiology and hemodynamics into a single recording setup, crucial for the medical center's operations. Although the VA plans to negotiate exclusively with TrillaMed, other interested and capable vendors were given until May 18, 2018, to express their interest, which would be considered solely to determine if a competitive solicitation is warranted. No formal solicitation was available at the time of this notice, and any inquiries were directed through email to the designated VA contact with specific instructions for subject line referencing the RFQ number 36C25018Q0691. The decision to maintain the sole-source acquisition remains at the VA’s discretion based on the responses received. This procurement falls under NAICS code 334510, which relates to instrument manufacturing, reflecting the technical nature of the ComboLab equipment involved. The focus is to secure seamless integration and functionality between the device upgrade and existing systems at the VA medical center.
