The Department of Veterans Affairs VA Connecticut Health Care System plans to award a sole source commercial contract to Integra Lifesciences Corporation for the procurement of a CRW Stereotactic Frame system and related components under the authority of FAR 6.302-1. This contract will be negotiated without full and open competition due to the unique nature of the equipment, which includes items such as the lightweight ARC system, MR/CT head ring, localizer frame, phantom base assembly, stereotactic drapes, biopsy needles, and a three-year service agreement. The system offered by Integra Lifesciences is the only known product that meets the agency’s requirements as a complete package, and acquiring components separately would be costly and require extensive validation. The solicitation follows provisions current through Federal Acquisition Circular FAC 2005-26 and is identified by solicitation number VA-241-08-RQ-0476. The agency emphasizes that this notice is not a request for competitive proposals, though it will consider any responses received by the specified deadline, which may influence the final decision to compete or not. Interested parties are encouraged to submit inquiries in writing via email or mail, as this information will help the government determine whether a competitive procurement is warranted. The contract relates to NAICS code 334510, reflecting the nature of the product as electronic instrument manufacturing.
