The Department of Veterans Affairs, specifically the VISN 11 Ann Arbor Medical Center, issued a sole source justification to procure essential surgical supplies from Intuitive Surgical, Inc. for use with the Da Vinci Robotic System. The acquisition, valued at 79,399.00 dollars, includes various disposable and durable items such as cannula seals, obturators, and various types of electrocautery forceps and scissors. This procurement was conducted without full and open competition due to unusual and compelling urgency, as the supplies were required for a thoracic surgery scheduled for February 10, 2014. Intuitive Surgical, Inc. was identified as the only manufacturer and distributor of these specific components. The contracting officer determined the cost to be fair and reasonable based on historical pricing and confirmed that market research via the internet and Federal Supply Schedule yielded no other viable sources.
