Full Description

NOTICE OF INTENT TO SOLE SOURCE In accordance with Federal Acquisition Regulation 13.106-1(b)(2) Soliciting from A Single Source, the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Regional Procurement Office West, Network Contracting Office 21, intends to enter into a sole source, firm-fixed price contract with Fresenius USA, Inc., located at 2637 Shadelands Drive, Walnut Creek, California 94598. The purpose is to procure twenty-six (26) Crit-Line (CLiP) USB devices and trade-in of existing CLiP USB devices. Delivery shall be within thirty (30) days after receipt of order. CLiC USB devices are used with Fresenius 2008T Hemodialysis T machines to non-invasively measure percent changes of hematocrit oxygen saturation in intravascular blood volume in real time during hemodialysis. VASNHS is currently using Fresenius 2008T Hemodialysis T machines, which were procured during a previous procurement. The CLiC USB devices are required for the Fresenius 2008T Hemodialysis T machines to work properly and as intended. The CLiC USB devices are the only devices that are compatible with the Fresenius 2008T Hemodialysis T machines. In addition, the CLiC USB devices are the only devices available that can non-invasively measure percent changes of hematocrit oxygen saturation in intravascular blood volume. Fresenius USA, Inc. is the sole manufacturer and distributor of these items. The associated North American Industry Classification System Code is 339113 Medical Supplies, and it has a size standard of 750 employees. This notice of intent is not a solicitation or request for competitive quotes. No solicitation package is available. A determination not to compete this requirement is solely within the discretion of the U.S. Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Any capability statement, proposal, or quote provided that it shall be at no cost or obligation to the Government. Responses must be received no later than 4 p.m. Eastern Standard Time on Tuesday, July 2, 2019. Telephone inquiries will not be accepted.
