The Center for Health Care Contracting plans to award a sole source contract to Illumina, Inc. for the procurement of specific DNA reagent kits required by the Department of Defense DNA Registry at the Armed Forces Institute of Pathology in Rockville, Maryland. The contract, under NAICS code 325413, involves purchasing several kits designed for Illumina’s GAII Instrument, including control kits, sample preparation kits, and sequencing kits, with an anticipated delivery date of September 30, 2010. This sole source action is justified by the unique capability of Illumina’s reagents to recover DNA data from challenging specimens using novel sequencing methods unavailable elsewhere, thus supporting critical forensic DNA analysis for the military. This notice serves as an announcement of intent rather than a solicitation, with no quotes or offers requested or expected from other vendors. Although alternative sources are invited to express interest by providing compelling evidence that competition would benefit the government, Illumina remains the only firm able to meet the highly specialized technical requirements. The reagents enable simultaneous access to nuclear, mitochondrial, and Y-chromosomal DNA, and have demonstrated success in pilot studies with samples that cannot be analyzed by current validated methods at the Armed Forces DNA Identification Laboratory. Responses to this notice will be considered for future requirements but do not trigger any contractual commitments or cost reimbursements.

Interested parties may identify their interest and capabilities to meet this requirement by 1000 CST, 17 September 2010. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government.
