AI Contract Overview

The Department of Veterans Affairs' Network Contracting Office 17 plans to award a sole source, firm fixed price contract to Omnicell, Inc. for the procurement of external pharmaceutical item collection bins to be used at the North Texas Veterans Health Care System in Dallas. This acquisition falls under NAICS code 326199 and is justified under the statutory authority allowing non-competitive procurement due to Omnicell being the only responsible source capable of supplying bins compatible with their existing Controlled Substance Management System infrastructure. Omnicell is uniquely qualified as they are the sole proprietary manufacturer of the product and do not distribute through intermediaries. The notice emphasizes that this is not a solicitation or request for offers but an intent to award a sole source contract. However, the government invites any qualified vendors to submit written notification by email if they believe they can meet the requirements, though no telephone responses will be accepted. Responses are intended to help determine if a competitive procurement is possible, but any decision to compete or not rests solely with the Contracting Officer. Vendors must provide strong evidence that competition would benefit the government to influence this decision.

Replace Fisher House 1 HVAC System
Solicitation # 36C25726Q0864
Solicitation 36C25726Q0864 was issued by the Department of Veterans Affairs, Network Contract Office 17, for the replacement and upgrade of the HVAC system at Fisher House 1 in San Antonio, Texas. The scope of work included the removal and replacement of three outdoor condenser units and three air handler units, along with associated ductwork, refrigerant piping, and wall controls, and the demolition of the existing boiler system. The project required a Level 3 Infection Control Risk Assessment and the implementation of individual bedroom thermostats. This procurement was designated as a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses, with an estimated contract magnitude between 250,000 and 500,000 dollars. The government intended to award the contract using a Lowest Price Technically Acceptable process, requiring offerors to submit a two-volume proposal consisting of a price schedule and administrative certifications. Key requirements included the provision of performance and payment bonds, adherence to the Davis-Bacon Act, and the submission of a Contractor Quality Control Plan. However, the government has since determined that changes to the requirement are necessary and has canceled the solicitation in its entirety, reserving the right to resolicit the requirement at a later date.
