The agency intends to award a sole source contract under the statutory authority of the test program for commercial items, specifically Section 4202 of the Clinger-Cohen Act of 1996, as outlined in Federal Acquisition Regulation 13.501(a)(1)(ii). This contract is to be awarded exclusively to Innovation Associates, located in Johnson City, NY, as they are the sole manufacturer and distributor of the PharmAssist drug dispensing system model AS/G-100. The 6th Medical Support Squadron requires the addition of a third PharmAssist system along with training to support the MacDill AFB Satellite Pharmacy. The unique compatibility needs of the PharmAssist system with existing equipment make Innovation Associates the only feasible supplier, as using alternative systems would create significant communication, connectivity, and security challenges. Furthermore, proprietary rights and specialized technical knowledge restrict the installation and maintenance of the system to Innovation Associates, making replacement of the system not cost effective for the government. Market research confirmed no other capable vendors exist to meet the agency's requirements, justifying the sole source award. Interested parties were invited to respond by March 4, 2008, but if no responses were received by that date, the award would proceed to Innovation Associates. The contact for this acquisition was Felipe Dones-Cardona, Contract Specialist, who could be reached by phone, fax, or email for any inquiries related to the contract. The procurement supports the Department of Defense’s need for reliable pharmaceutical dispensing systems under NAICS code 423450 and is managed through the 6th Medical Support Squadron at MacDill AFB in Tampa, Florida.

It is the intent of this agency to award a sole source contract under statutory authority of the test program for commercial items Section 4202 of the Clinger-Cohen Act of 1996, set forth in Federal Acquisition Regulation 13.501(a)1(ii), only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Innovation Associates 627 Field St Johnson City, NY 13790. 1. The 6th Medical Support Squadron Squadron requires the addition of a third PharmAssist drug dispensing system model AS/G-100 and training to be used in the MacDill AFB Satellite Pharmacy. 2. The award of a contract for the PharmAssist system must be awarded to Innovation Associates because they are the sole manufacturer and distributor of this product. The use of any other dispensing systems would pose communication, connectivity and security issues as the equipment has to be compatible with the existing equipment. Due to proprietary rights and technical knowledge it would prevent other companies from installing the equipment and performing system software upgrades unless system replacement takes place. Current replacement of the system is not cost effective for the government. 3. Market research was conducted for the PharmAssist system. Innovation is the only contractor found able to provide the product/service as we require. If no response to this notice is received by 3:00pm EST on Tuesday March 4, 2008, the award for the PharmAssist AS/G-100 will be made to Innovation Associates. The POC for this notice is Felipe Dones-Cardona, Contract Specialist, Phone: +1 (555) 000-0000; Fax +1 (555) 000-0000, Email: contact@example.gov.
