The Syracuse VA Medical Center’s Regional Health Contracting Office intends to procure nineteen W.L. Gore & Associates Viabahn vascular stents in various sizes on a sole source basis, recognizing WL Gore as the only responsible source capable of meeting the agency’s specific requirements. This procurement is driven by physician preference and specialized training considerations, reflecting the unique and proprietary nature of WL Gore’s cardiovascular products and surgical procedures. The Buffalo VA Medical Center requires these stents to maintain local stock for anticipated surgical needs, ensuring Veterans receive optimal care with devices linked to proven therapeutic outcomes and consistent expertise. Because cardiovascular product selection is highly specialized and individualized, the contract cannot be competitively sourced as physicians rely heavily on their training and experience with specific manufacturers to ensure the best patient results. The contract emphasizes that no telephonic requests will be handled, and responses to related capability statements must be submitted by a set deadline. The contracting office managing this procurement is located in Cheektowaga, NY, with Delene Kendrick serving as the primary contact for further information. This sole source acquisition aligns with established VA procurement directives tailored to prosthetic appliances and sensory aids above the micro-purchase threshold.

The VISN 2 Contracting Office Regional Health Contracting Office Syracuse VA Medical Center, Syracuse NY, intends to procure the below products from WL Gore & Associates, Inc. on a Sole Source basis as they are the Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (IAW 6.302-1). W. L. GORE & ASSOCIATES, INC 1500 N. 4th St. Flagstaff, AZ 86004-5866 Product: Nineteen (19) W.L. Gore & Associates, Inc. Viabahn vascular stents in various sizes. Buffalo VA Medical Center has a requirement to purchase W.L. Gore vascular stents in various sizes in order to establish local stock for anticipated surgical needs. WL Gore cardiovascular products are not being awarded competitively primarily due to Physician Preference/Experience IAW VHA Directive 1081 Procurement Process For Individual Prosthetic Appliances And Sensory Aids Devices Above The Micro-Purchase Threshold. Unlike many other industries, product selection in the cardiovascular industry is not based solely on price and is overshadowed by physician preference/experience and the highly specialized training required for use of a specific surgical instrument. A physician s decision to use a particular manufacturer s cardiovascular products is primarily based on the technical characteristics of the product that are expected to produce a higher quality of life for their patients or achieve certain therapeutic results. WL Gore cardiovascular products and the surgical procedures used are unique and proprietary, as is common in this industry. The use of a particular manufacturer s cardiovascular products requires highly specialized training on the part of the physician. Once a physician is trained and is comfortable with a particular manufacturer s cardiovascular product, the physician will likely use the manufacturer s products for the duration of their career. It is however important to note that a physician may be trained in several manufacturers products, but use of the product line is based on patient specific need in order for the Veteran to receive the best possible treatment. This product is considered all or none and in the best interest of the patient. No telephonic request will be honored or returned. This is not a request for quotes; however, if your company has information or products for future surgeries, please send your capabilities statement for review. All responses will be received no later than 22 November 2016 at 12:00 PM EST. For more information please contact Ms. Delene Kendrick at contact@example.gov.
