The Department of Veterans Affairs is exercising a sole source option to extend contract VA797-N-14-C-0015 with Invacare Corporation for the procurement of hospital beds and related assemblies for in-home use. This two-month extension runs from November 23, 2019, through January 22, 2020, with an estimated value of 2.4 million dollars. The extension is intended to prevent gaps in service for Veterans while the government completes the solicitation and award process for a long-term follow-on national contract. The supplies include various electric hospital beds, foam pressure reduction mattresses, side rails, and trapeze bars designed for patients with mobility impairments, severe cardiac conditions, or other debilitating diseases. This action is justified under 41 USC 3304(a)(1) and 38 U.S.C. 8123, as Invacare Corporation is identified as the responsible source to maintain continuous care. Pricing was determined to be fair and reasonable based on commercial price analysis and lower unit prices provided by the vendor.

This action will exercise a two (2) month extension period IAW FAR clause 52.217-8, Option to Extend Services (Nov 1999). This option period is required to avoid a gap in purchasing these hospital beds and their assemblies for home use, and disruption in servicing our Veterans. This contract was competed and awarded as a single award, Firm-Fixed-Price (FFP) contract. This modification will allow the Government to time solicit, compete, and award a long-term follow-on national contract for hospital beds for home use and assemblies. Description of Supplies including Estimated Values: The Department of Veterans Affairs has a continuous need for these hospital beds and their assemblies for home use. The hospital beds and assemblies consist of the following: Hospital beds having side rails that can be raised or lowered; and a mattress base that have thee jointed sections so that the head, foot, or middle may be raised by a crank or motor, allowing a patient to lie in various positions, as a therapeutic aid for comfort. The foam pressure reduction mattress has multiple layers of foam for maximum pressure reduction that is designed to be placed directly on the existing bed frame. The bed side rails are safety devices used to reduce risk of patients accidentally slipping or rolling off bed. These can be full or half-length and are positioned along the sides of a bed. They are connected to the headboard and the footboard and can be raised and lowered as needed. Trapeze Bar is an item designed for use in the raising and lowering of the body without assistance; may consist of bed mounting screw, chain, and handgrip.
