The Naval Medical Logistics Command plans to award a sole source bridge contract to Roche Diagnostics for the continued supply of Immunoassay Specific Screening Reagent kits for d-Methamphetamine. This contract serves as an interim arrangement following the expiration of the current contract on January 19, 2008, and will extend from January 20, 2008, through April 19, 2008. The bridge contract is intended to maintain uninterrupted provision of these reagent kits to various Department of Defense drug laboratories located in multiple states including California, Florida, Illinois, Texas, Maryland, Washington, DC, and Hawaii, until a competitively awarded requirements contract, expected by April 19, 2008, is finalized. This sole source award is justified under FAR 6.302-1 to maintain continuity of supply without competition due to the specialized nature of the product and the urgency surrounding the need. The subsequent competitive contract solicitation (N62645-07-R-0023) will determine the long-term supplier. Roche Diagnostics is required to demonstrate bona fide capability to fulfill the contract requirements. All communications related to the contract must be directed in writing to the Naval Medical Logistics Command, with Michele E. Cameron serving as the primary contracting officer overseeing the process. The acquisition is conducted under NAICS code 325413, which pertains to pharmaceutical preparation manufacturing.
