The Department of Veterans Affairs’ VISN 02 Network Contracting Office is issuing a Notice of Intent to Sole Source with Medtronic for a consignment agreement involving a range of stents, balloons, and catheters in various sizes to support the Cath Lab and Vascular OR Department at the Buffalo VA Medical Center. This action is not a solicitation for proposals or quotes, and any responses received will be considered informational only without any entitlement to reimbursement. The notice serves to communicate the government's plan to procure these medical devices non-competitively under the mandatory Strategic Acquisition Center contract (number VA119-17-D-0012) because Medtronic has been determined to be the only responsible source capable of meeting the specific product requirements in accordance with FAR regulations. The consignment agreement is necessary to ensure the Buffalo VA Medical Center maintains an adequate ready supply of these critical devices, which come in various sizes and types to address unpredictable surgical needs and prevent adverse outcomes. The variety and inventory management are essential since there is no standard sizing for each procedure, and unused stock must be efficiently rotated to avoid expiration. This procurement falls under NAICS code 339113, indicating surgical appliance manufacturing, and is being pursued as a sole-source, non-competitive award in compliance with FAR 13.106-1(b). No funding has yet been authorized, and this notification is a formal public announcement rather than a request for competition or a binding contract offer. The point of contact for additional information is the contracting officer at the Network Contracting Office.
