The Department of Veterans Affairs, Network Contracting Office 7 intends to award a sole source, firm fixed price contract to After Action Medical and Dental Supply, LLC for the upgrade of the Zoll Defibrillator Dashboard system software to version 2.0. This contract includes the provision of the Case Review application, deployment of the software, onsite training, and a five-year subscription for software updates, patches, and 24/7 technical support. The upgrade will enhance the system by automating clock updates, monitoring hardware safety status, and improving clinician access to patient data following Code Blue events, facilitating more effective integration into patient records. Since the Zoll Defibrillator Dashboard is proprietary technology exclusive to Zoll Medical Corporation, and the existing hardware at Ralph H. Johnson VAMC is functioning adequately, the software upgrade must come from an authorized distributor like After Action Medical, which holds proper authorization and certifications, including Verified SDVOSB and GSA contract status. This notice is issued under FAR 13.106-1 and is not a request for competitive quotes; however, interested parties may submit their interest and capabilities by a specified deadline to be considered for potential competition. Only written responses will be reviewed, and all must demonstrate clear capability and technical experience to meet contract requirements. The Government retains sole discretion on whether to compete the requirement based on submitted responses. Prospective contractors must be registered in the System for Award Management to be eligible, and all inquiries should be directed via email with appropriate subject lines, acknowledging that submitted documents will not be returned and the VA is not responsible for any costs incurred in response.
