The Bureau of Land Management's Nevada State Office plans to award a sole-source contract to NASCO International Inc. for the supply of flex nylon neck tags, which have been specifically developed by NASCO to identify wild horses and burros. These neck tags are essential for the identification process at BLM Wild Horse and Burro preparation centers and continue to be used as the animals are transported across various adoption or holding facilities nationwide. The tags are designed according to standards outlined in the BLM Wild Horse & Burro Preparation Handbook, with specifications including a minimum width of 3 inches and characters at least 1-1/4 inches high on both sides. The identification number corresponds to the last four digits of the freeze mark and is engraved to prevent fading, ensuring durability and legibility under harsh environmental conditions. The contract action is being conducted under FAR 6.302 as a sole-source procurement, indicating that the government intends to solicit and negotiate exclusively with NASCO International Inc. Interested parties are not being solicited for competitive proposals but may express their interest and capability by a specified deadline. Contractors must be registered or update their registration on the Central Contractor Registration website to be eligible for award. This procurement reflects the standardized use of these specific neck tags across all BLM Wild Horse and Burro preparation sites, emphasizing the need for a consistent, robust, and reliable identification method for managing these animals.

Full Description

The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source, under the authority of Federal Acquisition Regulation 6.302. The Bureau of Land Management, Nevada State Office intends to award a sole-source purchase order for flex nylon neck tags (developed by NASCO), to NASCO International Inc. The neck tags are required to identify wild horses and burros in pens at the preparation center and then wherever the animals are shipped for adoption or holding throughout the United States. All BLM Wild Horse and Burro preparation locations are standardized in using the neck tags for identification. In accordance with BLM Wild Horse & Burro Preparation Handbook #H-4750-1, Ear Tags are prohibited. Adjustable ropes or bands are used to attach ID tags to the animal's neck (the ID number is the last four digits of the freeze mark). The neck tags should be a minimum of 3 inches wide with legible numbers at least 1-1/4 inches high, with both sides imprinted with the last 4 digits of the freeze mark and clearly visible from either side. The neck tags are engraved with 4 digit numbers to avoid fading which can occur after time. They are guaranteed unbreakable in normal use and are made of material that is strong enough to withstand the inclement and harsh conditions found at the facilities. This notice of intent is not a request for competitive proposals, but interested parties may identify their interest and capability to respond to the requirement to the Contracting Officer by e-mail (contact@example.gov) no later that 05/07/06. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award.
