The Western Regional Contracting Office plans to award a sole-source contract to Volcano Corp for an Ultrasound Imaging System valued at $95,000. This procurement is a one-time purchase under FAR Part 6.302-1 and is not open to competitive bidding. The equipment is intended for use in cardiac catheterization procedures to enhance the treatment of cardiovascular patients by the Army Medical Centers. Standardizing this Ultrasound Imaging System across centers will improve diagnostic consistency among cardiologists. The device, specifically designed for vascular services at Madigan Army Medical Center (MAMC), will replace an outdated machine prone to failure, thereby ensuring uninterrupted operations in the Operating Room. It offers critical benefits by preventing under-sizing of stents or balloons and reducing the risk of restenosis. This contract action is justified by the unique capability of Volcano's system, which is unmatched by other devices in fulfilling the mission requirements. Although this notice does not solicit competitive proposals, interested parties have an opportunity to express interest or submit capabilities within 45 days (or 30 days if covered by an existing basic ordering agreement). The government will consider any received proposals solely to determine if a competitive procurement is warranted, retaining full discretion to proceed without competition. This approach aims to secure specialized equipment essential for patient care and operational reliability while aligning with federal acquisition regulations.

Full Description

Western Regional Contracting Office intends to award a contract under FAR Part 6.302-1 for an Ultrasound Imaging System to Volcano Corp in the amount of $95,000.00. The instant procurement is a specific one time buy and is not available for competition. The required item is to be used for the treatment of cardio patients in the area of cardiac catheterization. The Army Medical Centers are using this equipment and standardizing will allow for more diagnostic review by other Cardiologists. This equipment will be used in the Operating Room and eliminates possibilities of under sizing stents or balloons, and decreases the potential risk of restenosis. The Volcano is a stand alone device specific to the vascular service at MAMC. There is no other device capable of fulfilling the mission that this equipment provides. This Volcano Ultrasound is to replace the current Ultrasound machine which is quite old and may fail at any time leaving the Operating Room at a standstill. This requested purchase will also standardize the equipment that the Cardiologists use at MAMC. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
