The Southern Regional Contracting Office at Fort Hood, Texas plans to award a firm fixed-priced, sole source contract to Richard Wolf for the procurement of two rigid endoscopes (30 and 70 degree) and two flexible endoscopes with cameras. These medical devices are essential for clinical cystoscopy procedures conducted at the Carl R. Darnall Army Medical Center (CRDAMC), where compatibility with existing cystoscopy towers is critical. Richard Wolf is identified as the sole manufacturer offering compatible endoscopes, and selecting an alternative supplier would necessitate the costly acquisition of new accessory equipment, exceeding $30,000 in additional expenses. The award is expected by May 5, 2014, under the authority of 13.106-1(b), which allows solicitation from a single source due to these compatibility and cost concerns. This acquisition supports the broader objective of ensuring full productivity and uninterrupted healthcare services at CRDAMC, a key facility serving soldiers, civilians, and beneficiaries. Although this notice is not a request for competitive proposals, interested parties may submit capability statements for consideration, with the understanding that the government has determined competition may not be in its best interest due to the specific nature of the requirement and associated costs. The NAICS code relevant to this procurement is 334510, with a small business size standard of 500 employees. Submissions should be sent electronically and marked appropriately if proprietary; however, no reimbursements or capability briefings will be provided, and telephonic inquiries will not be entertained.

Full Description

The Southern Regional Contracting Office, Fort Hood, Texas intends to award a Firm Fixed-Priced, sole source, medical supply contract to Richard Wolf for the purchase of two Rigid Endoscopes, 30 and 70 degree and two Flexible Endoscopes with Camera to support clinical cystoscopy procedures. Award will be made on or before 5 May 2014, under the authority of 13.106-1(b), Soliciting from a Single Source. Richard Wolf is the only known manufacturer of the endoscopes which are compatible with the current cystoscopy towers. Selecting a company other than Richard Wolf would require the purchase of new accessory products resulting in additional costs in excess of $30,000. Market research shows other companies offer endoscopes, however, they are not compatible with the current Government owned cystoscopy towers. This equipment is for use at Carl R. Darnall Army Medical Center (CRDAMC), Fort Hood, Texas. CRDAMC is a vital component of the installation's Total Customer Satisfaction Objective and acquisition of this equipment supports that objective. The purpose of this supply contract is to provide the necessary medical equipment which allows the clinic to provide cystoscopies at full productivity at CRDAMC. Endoscopes are an integral part of performing cystoscopies in the clinic. Without this equipment, the ability to provide cystoscopy procedures is reduced which would have an immediate negative impact on current health care operations and current health care services for our soldiers, civilians, and beneficiaries. The NAICS Code for this requirement is 334510 with a small business size standard of 500. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action is based upon the excessive cost to the Government in replacing current Government owned equipment and is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. All responses shall be sent via electronic e-mail to the POC, Clarence 'Craig' Cude at contact@example.gov. Telephonic inquiries will not be honored.
