The U.S. Army Medical Research Acquisition Activity, supporting the U.S. Army Research Institute of Environmental Medicine, plans to negotiate a sole-source contract with Test Resources, Inc. to procure an Electrodynamic Fatigue Test System specifically designed for animal research studies. The system includes a high-resolution electrodynamic test machine, miniature fatigue-resistant load cells, precision actuators with a minimum 3-inch stroke capable of both compression and tension testing up to 675 pounds, and various specialized fixtures and adapters. The equipment must meet stringent specifications such as dual bearing actuators to resist off-center loads, extremely precise position sensors with 0.1 micron resolution, comprehensive controller modes with 24-bit resolution, and safety features that prevent unsafe high-speed operation. The system is intended to provide highly accurate, fatigue-rated testing suitable for biomechanical research applications. This notice is a formal intent to award a sole-source contract and is not a solicitation for competitive quotes, although the government invites interested parties to submit capability statements or proposals to determine if competition is warranted. Responses must be received by a specified date, 17 days after notice publication. The procurement is classified under NAICS code 334519 with a size standard of 500 employees. The contracting office is located in Frederick, Maryland, and the point of contact is Lisa Zarick, who handles all inquiries and responses related to this procurement. If no competitive interest is shown by the deadline, the contract may be awarded directly to Test Resources, Inc. without further competition.
