The Department of the Army, Healthcare Acquisition Activity-North, plans to enter into a sole source commercial item procurement contract with CENSIS for the InstrumenTrac system, which offers instrument-level tracking and data management. This procurement includes a comprehensive hardware package consisting of servers, scanners, marking kits, printers, PCs, and specialized input devices, as well as supplies like electrochemical marking stencils, implementation services, and a Tier 3 InstrumenTrac software license subscription. The contract is being pursued under FAR 6.302 to maintain standardization across all facilities in the National Capital Region, avoid unnecessary duplication of costs, and prevent delays that may arise from competitive sourcing. The Army emphasizes that this notice is not a request for competitive quotes but invites interested parties to express their interest by a specified deadline. The justification for sole sourcing centers on the demonstrated benefits of the Censitrac automated tracking system, which enhances infection control, surgical instrument traceability, and overall operating room efficiency. By using this proven technology, the government aims to reduce adverse events, improve clinical outcomes, streamline workflows, and optimize the lifecycle management of surgical instruments and related assets. The system supports benchmarking and continuous process improvements, ensuring that reprocessing and tracking standards are consistently met, thereby increasing patient safety and operational effectiveness. This procurement reflects a strategic decision to adopt a trusted and uniform solution across military medical facilities in the targeted region.
