The Veterans Affairs Network Contracting Office 6 plans to negotiate a sole source contract with Omnicell, Inc., leveraging the Multiple Award Schedule Program and specific provisions under the Federal Acquisition Regulation (FAR). The contract involves upgrading the existing Omnicell Pharmacy Dispensing System at three VA medical facilities: the Hunter Holmes McGuire Medical Center in Richmond, Virginia, the Charles George VA Medical Center in Asheville, North Carolina, and the Hickory Community-Based Outpatient Clinic in Hickory, North Carolina. The upgrade includes replacing existing G4 series cabinets with nineteen Omnicell XT Controlled Substance Dispensers at Richmond, relocating some cabinets and adding three XT dispensers at Asheville, and adding one XT cabinet at Hickory. The project also entails software upgrades at the Richmond facility. These upgrades aim to enhance medication inventory management, provide audit trails, improve accountability, and reduce theft via an integrated networked system utilizing the Omnicenter database. The contract is classified under NAICS code 339113, covering Surgical Appliance and Supplies Manufacturing, with a Product Service Code of 6530 for hospital-related equipment and supplies. It is justified as a sole source procurement because Omnicell is the only supplier capable of providing the necessary systems and components compatible with the existing infrastructure. Replacement of the entire system with products from other manufacturers would be cost-prohibitive and incompatible, and Omnicell does not have an authorized distribution network, further ensuring their exclusivity. While this notice signals an intent to award without competition, other responsible vendors are invited to submit capability statements by a specified deadline, though the Government retains discretion in deciding whether to proceed solely with Omnicell.

Full Description

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with Omnicell, Inc. (DUNS: 805412665), pursuant to FAR part 12, FAR part 8, and specifically FAR 8.405-6(a)(1)(ii), for purchases exceeding the simplified acquisition threshold, conducted under the authority of the Multiple Award Schedule Program. The proposed sole source purchase order is for the upgrade of the existing Omnicell Pharmacy Dispensing System at the Hunter Holmes McGuire Medical Center (Richmond VAMC) in Richmond, Virginia, the Charles George VA Medical Center (Asheville VAMC) in Asheville, North Carolina, and the Hickory Community-Based Outpatient Clinic (CBOC) in Hickory, North Carolina. The NAICS code for this contract action is 339113, Surgical Appliance and Supplies Manufacturing, with a SBA Size Standard of 750 employees. The Product Service Code for this action is 6530, Hospital Furniture, Equipment, Utensils, and Supplies. The authority for limiting sources under this procurement action is FAR 8.405-6(a)(1)(i)(B), where only one source is capable of providing the supplies and services required. The Richmond VAMC will replace existing G4 series Omnicell cabinets with nineteen (19) Omnicell XT Controlled Substance Dispensers and Cabinets. The new equipment increases capacity for stored medications and upgrades functionality of the dispenser system. The Asheville VAMC will relocate existing G4 series cabinets and add three (3) XT dispenser cabinets. The Hickory CBOC will receive one (1) XT cabinet, connected to the Asheville VAMC network. Software upgrades will also be installed at the Richmond VAMC. All Omnicell cabinets being procured under this FSS delivery order are part of an integrated system, known as the Omnicell Pharmacy Dispensing System. The purpose of the system is to provide facility-wide accountability for medications, to include inventory management, audit trails and reduced theft. All Omnicell cabinets operate on a network with the Omnicenter database. Costs associated with replacement of the entire system are prohibitive to obtaining competition from other manufacturers. Only Omnicell cabinets and software will operate with the existing system. Omnicell, Inc. (DUNS: 805412665) is the only source for the procurement of Omnicell products and services. A letter from a representative of Omnicell was obtained, explaining that the company does not have an authorized distribution network. No other manufacturer s products will work with the existing pharmacy dispensing system at the requiring facilities. Omnicell, Inc. is the only available source. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a capability statement to the contracting office no later than Friday, July 28, 2017, 08:00PM EST. Interest/capability statements may be sent to Daniel Spaulding, Contract Specialist, at contact@example.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
