The Charlie Norwood VA Medical Center plans to award a sole-source contract to Leica Microsystems, Inc. for the purchase of the Impact One Stereotaxic Impactor, a critical piece of equipment used in the Thoracic Clinic. The procurement will occur at the Medical Center’s Augusta, Georgia location. The justification for this sole-source acquisition is based on the unique capability of Leica Microsystems, Inc. as the sole manufacturer of the Impact One arm used with the Stereotaxic device, making no other suppliers able to meet the specific requirement. This action is supported by statutory authority under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, confirming that only one responsible source can fulfill the need. The notice serves as an intent to award, not as a solicitation for competitive proposals, but interested firms with relevant capabilities may submit a letter demonstrating their ability to fulfill the requirement and provide rationale for consideration by September 28, 2015. The Government reserves discretion on whether to proceed competitively based on these responses. Funding for this procurement is currently available, with the NAICS code identified as 333314, which pertains to the manufacturing of measuring, analyzing, and controlling instruments. The overall procurement focuses on research stereotaxic impactor equipment essential for specialized clinical use.

The Charlie Norwood VA Medical Center intents to issue a sole-source procurement action with Leica Microsystems, Inc, 14008 Collections Center Drive, Chicago, IL 60693, for the following items: Impact One, Stereotaxic Impactor for CCI. The purchase of the items will take place at the Charlie Norwood VA Medical Center located at One Freedom Way, Augusta, GA 30904. The authority cited is 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or service will satisfy the requirement. The reason for this determination is that the products are critically needed in the Thoracic Clinic and that Lecia Microsystems, Inc, is currently the only company that manufactures the Impact One arm used on the Stereotaxic device. This is a Notice of Intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrated your firm's ability to meet the requirement as described above. Interested parties must provide a rationale as to why they should be considered. All interested firms must respond by Monday, September 28, 2015 no later than 4:00PM EST. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Funds are currently available for this procurement.
