The Department of Veterans Affairs Healthcare Systems Medical Center in Bay Pines, Florida, intends to enter into sole source negotiations with Scanlan International, Inc. for the purchase of specific surgical instruments, including the Thoracoscopic Debakey Clamp (P/N: 9009-240), Thoracoscopic Allis Forceps (P/N: 9009-270), and Thoracoscopic Foerster Clamp (P/N: 9909-920). This decision is based on the government’s belief that only Scanlan International can meet the agency's requirements, leveraging the authority granted under FAR 13.106-1(b) due to access to proprietary information. The notice provides an opportunity for other vendors to express interest and demonstrate their capabilities by March 30, 2012, although the government retains sole discretion to proceed without competitive bidding. No formal solicitation has been issued, and all responses and inquiries must be directed via email to James Roberts at the VA. Responses submitted will not incur any cost or obligation to the government and will strictly inform whether the government should consider opening this requirement to competitive procurement. The related contract falls under NAICS code 423450, which pertains to medical and surgical instrument supplies. The government emphasizes that its decision not to open this contract to competition is final and discretionary.
