The VA Pittsburgh Healthcare System plans to enter into a sole source negotiation with American Medical Depot to procure a Synthes USA Distal Fibula PL Instrument and Implant Set, valued at approximately $79,574. This highly specialized orthopedic appliance is required to be compatible with the current Synthes USA instruments already in use by the healthcare system. American Medical Depot is one of only two authorized resellers of this particular Synthes USA product and the only small business reseller able to match Synthes USA's price while also providing the necessary warranty, delivery, and on-site support services. This procurement is justified under the authority granted by VAAR 806.302-5 (b) (1), 41 USC 253 (c) (5), and 38 U.S.C. 8123, allowing the VA to bypass full and open competition for orthopedic appliances. While this notice is not a request for competitive proposals, interested parties may express their interest by submitting supporting documentation by July 2, 2012, for the Contracting Officer’s consideration of potential competitive procurement. The contract is identified under NAICS code 339113, with a small business size standard of 500 employees, and the contracting office is based in Pittsburgh, Pennsylvania, with Ronald S. Mazzei serving as the primary contact.
