The Department of Veterans Affairs, VISN 7, plans to award a sole source contract to Phillips Healthcare for expanding the Philips 1.4 GHz clinical network at the Dorn VA Medical Center in Columbia, South Carolina. The contract involves upgrading the existing proprietary IntelliVue Smart hopping telemetry system from a Ring to a Star Topology Network within Building 100. Phillips Healthcare is uniquely qualified as the only vendor offering the necessary network infrastructure compatible with the existing system, which drives this sole source action. The scope includes installation of additional wireless access points, new hardware components (excluding the PACU area), and all necessary materials, labor, and tools to ensure a fully functional and integrated telemetry network without compromising system integrity. The contractor must also handle conduit, cabling, network termination and testing, as well as restore ceiling tiles or wall surfaces as required, coordinating with VA standards for paint and construction. Infection control protocols must be strictly followed, with specific requirements depending on work area classifications, and an Infection Control Plan is required prior to starting work. This acquisition will be conducted under FAR Part 12 commercial procedures and is classified under NAICS code 339113 for Surgical and Medical Equipment Manufacturing. While this notice indicates a sole source intent, interested parties are invited to submit their technical and cost capabilities for consideration by August 9, 2017. All submissions will be reviewed to assess the feasibility of pursuing a competitive procurement. The contract emphasizes maintaining existing smoke and fire-rated assemblies during installation and adhering to infection control standards, particularly in sensitive areas such as Oncology, Pharmacy, OR, and ICU. This procurement serves to enhance telemetry system coverage and upgrade network topology to improve clinical monitoring capabilities at the Dorn VA Medical Center.
