The Department of Veterans Affairs, Network Contracting Office 6 at Hunter Holmes McGuire VA Medical Center in Richmond, VA, plans to award a sole source contract to Terumo Cardiovascular System for the purchase of a heart monitor with arterial, venous, hematocrit (HCT), and calibration features. This procurement will follow FAR Part 12 and Part 13 procedures, specifically FAR 13.106-1(b)(1), and will be a firm fixed price purchase under NAICS code 334510, which covers electro-medical and electro-therapeutic apparatus manufacturing. Terumo Cardiovascular System is the original equipment manufacturer, and because it does not have authorized distributors for this system or the calibration services, which are only available through manufacturer-qualified representatives, no alternative sources meet the requirement. The Department’s procurement manual prohibits the use of gray market or unauthorized parts, ensuring the medical facility only acquires genuine equipment. This announcement serves as a notice of intent to award a sole source contract and is not an invitation for competitive bids. However, any responsible party that believes it can fulfill the requirement may submit a capabilities statement by May 17, 2017, at 10:00 AM EST, detailing clear and unambiguous evidence of their capacity to provide the services. These statements will be considered solely to determine if a competitive procurement process should be undertaken, but verbal responses will not be accepted. Expressions of interest should be emailed to the designated contact at the VA, and the government retains sole discretion in deciding whether to pursue competition.
