The Department of Veterans Affairs plans to enter into a sole source lease agreement with Karl Storz Endoscopy-America Inc. for five Flexible Ureteroscopes and nineteen Flexible Video Cystoscopes, along with associated sterilization trays. This procurement is intended to upgrade the existing endoscopic equipment at the Chalmers P. Wylie VA Ambulatory Care Center in Columbus, which already uses various Karl Storz urology instruments and the Karl Storz Telepack X Video system. Because the current equipment and accessories are vendor-specific and standardized with Karl Storz products, the government has determined that only Karl Storz Endoscopy-America Inc. can meet their requirements. The procurement will be conducted under the authority of FAR 6.302 due to the unique compatibility and vendor-specific nature of the equipment, making Karl Storz the sole responsible source. Although this is not a request for competitive quotes, other firms may submit written notices within seven days if they believe they can meet the requirements, providing sufficient supporting evidence. The government will evaluate any responses but retains full discretion to proceed with sole source negotiations. If no competitors respond, the VA will finalize the lease directly with Karl Storz Endoscopy-America Inc. The contract falls under the NAICS code 334510 and is managed by the Department of Veterans Affairs’ Network Contract Office in Dayton, Ohio.

The Department of Veterans Affairs intends to negotiate a sole source contract with Karl Storz Endoscopy-America Inc. to lease five (5) Flexible Ureteroscopes and nineteen (19) Flexible Video Cystoscopes and the associated sterilization trays. The Chalmers P. Wylie VA Ambulatory Care Center Columbus (VAACC) is seeking to upgrade their existing Karl Storz Cystoscopes and Karl Storz Flexible Ureteroscopes. VAACC Columbus is already standardized with Karl Storz Cystoscopes, Resectoscopes, Rigid Nephroscopes, Flexible Cystoscopes, Flexible Ureteroscopes, Rigid Telescopes and Semi-Rigid Ureteroscopes. In addition, the VA is currently using the Karl Storz Telepack X Video system in the Urology Clinic which is currently only compatible with the Karl Storz Video Cystoscopes. The instrumentation that is used with the telescopes is also vendor specific and the facility has only Storz accessories. The North American Industry Classification System Code (NAICS) is 334510. The Government believes that Karl Storz Endoscopy-America Inc. is the only provider that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required Flexible Ureteroscopes and Flexible Video Cystoscopes and the associated sterilization trays. This procurement is being conducted in accordance with FAR 6.302 - only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Karl Storz Endoscopy-America Inc. is the only source that provides the above indicated services/supplies. This notice of intent is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within seven (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or faxed to +1 (555) 000-0000. Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the VA Ambulatory Care Center Columbus will proceed with the sole source negotiation with Karl Storz Endoscopy-America Inc.
