The Department of Veterans Affairs, Veterans Integrated Service Network 10, has issued a justification for other than full and open competition to acquire a Provel Model T6 automated thermo former. This specialized equipment is used to mold plastic into prosthetic parts for joint replacement. The procurement is being conducted under the statutory authority of 41 U.S.C. 253(C)(1) and FAR 6.302-1(a)(2), as the Provel Model T6 is identified as a one-of-a-kind unit with no available alternatives on GSA or the open market. A market survey conducted across GSA, Fedbizopps, and the open market confirmed that no other resources could meet the unique technical requirements of the agency. The government has determined that the cost is fair and reasonable based on an independent government estimate and a comparison of prices paid at other government facilities. This action is certified by the VISN 10 Orthotist-Prosthetist and the Contracting Officer to ensure the agency can obtain the necessary equipment for prosthetic production.
