AI Contract Overview

The Department of Veterans Affairs, specifically the VA Puget Sound Health Care System, has issued a justification for a non-competitive procurement of 60 aluminum crash carts from Armstrong Medical Industries. The total value of the acquisition is 191,812.00 dollars. This sole source award is authorized under statutory authority allowing the VA to contract directly with Veteran Owned Small Businesses. The pricing was determined to be fair and reasonable, reflecting an average discount of 24.5 percent from the vendor's published catalog list prices. The primary driver for this decision is the critical need for standardization of emergency response equipment at the American Lake campus. Utilizing the same brand and model of carts currently in use prevents confusion regarding the location of life-saving medications and supplies, thereby reducing the risk of treatment delays during cardiac or stroke events. By maintaining a uniform system, the VA ensures that code teams can respond without hesitation and avoids the additional costs and time associated with training staff on new equipment.

DEPARTMENT OF VETERANS AFFAIRSJustification and Approval For Other Than Full and Open Competition 1. Contracting Organization: Department of Veterans Affairs, VISN 20, VA Puget Sound Health Care System. 2. Description of Action: This is a request for other than full and open competition for the procurement of 60 each Aluminum Crash Carts, 30" from Armstrong Medical Industries. 3. Description of Supplies or Services: This is a request for other than full and open competition for the procurement of 60 each Aluminum Crash Carts, 30" from Armstrong Medical Industries in the amount of $191,812.00. 4. Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; ( ) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( X ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5. Validity of Use of Statutory Authority: P.L. 109-461 amends 38 U.S.C. allowing the VA the unique ability to sole source directly to VOSB. Armstrong Medical Industries, Inc. is a Veteran Owned Small Business that provides these Crash Carts for VA Puget Sound Health Care System. 6. Actions to Promote Competition: No actions are taken at this time to seek sources outside of statutory requirements. 7. Determination of Fair and Reasonable Price: The anticipated price to the Government is $191,812.00. All items were prices on average were discounted 24.5% from the Vendor's published catalog list prices and are comparable to similar items found on the Federal Supply Schedule. In addition, this award will result in cost savings by preventing the VA from acquiring all new crash carts and the associated costs (training of staff, delivery, assembly, etc.). 8. Market Survey (FAR 7.102): Based on market research this VOSB is capable and experienced providing crash carts to the VA. This vendor provided the initial set of crash carts to the VA Puget Sound Healthcare Systems and this award will allow the VA to standardize to the existing carts and therefore represents the best value to the government. 9. Other Considerations: Standardization of this emergency response equipment to carts currently in use at the American Lake campus is necessary as non-standardization would increase confusion of supply location and availability, which could lead to life-threatening delays in treatment. Extensive medical documentation demonstrates that any delay in response to a cardiac or stroke event directly affects the outcome and recovery of the patient. It is the standard of care to standardize code carts so that any member of the code team can respond without hesitation. Response includes accessing medications, supplies and equipment that are located identically on every crash cart in the system. The code team trains and drills to improve response time; it would be directly contradictory to the goal of urgent response to train staff on different brands and models of carts. The proposed cart has a number of features that will improve staff and patient safety, including aluminum construction, higher profile, securable individual drawers, and a secure medication drawer. 10. Listing of Sources that expressed, in writing, an interest in the acquisition: No sources have expressed in writing an interest in this acquisition. 11. Statement of Actions to Overcome Barriers to Competition: No actions intended as the action is based on statutory authority for sole source. 12. Requirements Certification: I certify that the requirement outlined in this justification is a bonafide need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief. //SIGNED//__________________________________ 23 September 2009 Name: Thomas R.
