The Southern Regional Contracting Office at Fort Sam Houston executed a sole source procurement for a Spinal Fusion Implant System under solicitation W81K0013P0173. This urgent acquisition was necessary to support a non-routine Laminectomy and Transforaminal Lumbar Interbody Fusion surgery scheduled for March 11, 2013. Due to the critical nature of the procedure and the potential risk to patient life and hospital operations, the procurement was fast-tracked below the simplified acquisition threshold. The contract was awarded using other than competitive procedures pursuant to FAR Part 13.106-1(b)(1), citing urgency as the primary justification for bypassing full and open competition. Price and availability were obtained telephonically to ensure the medical equipment arrived in time for the surgery. The action was certified by Contracting Officer Melissa Oliva on March 5, 2013, falling under NAICS code 339113.
